that's what happens when you put 20" wheels on a fox and still have stock brakes...takes much longer to stop with the additional rotating mass

Hard to tell what's going on in that video. The yellow stripe makes it look like it may be a breakdown lane. Doesn't say where it is, either. In CA there are sometimes metered lanes in very odd places (where you can only go, one car at a time, when the light very briefly turns green. Unclear what the situation is here, but none the less, you stop if the car in front stops or you're a moron!
